free agents who want more money than they asked for but you cannot make a higher offer..not ML player but one I need..how can I get him since it will not let me up the offer?

Minor league free agent . . . the best you can do is offer a minor league contract with a spring training invite. You cannot offer bonuses with a minor league contract.

The only option beyond that is a major league contract.
