I took over a team with about 10 games in the season last year, after the owner abandoned the team. It was a decent team, but the old owner let the team go through about half the season with a 3 man rotation, so they went through a 16 and 21 game losing streak. The team ended up 52-110 on the season.

There is another team in the world that finished up with the same record, and we didn't play head to head, so how is it determined who gets the first pick in the draft?

Division record, I believe, is the second tie-breaker.

actually, run differential is the first tiebreaker for the draft, it's not head to head or division record.

From help screen on the draft order page:

Draft order is based on the previous season's regular season winning percentage. The worst team gets the first pick. If multiple teams have the same winning percentage, the tiebreaker is run differential then runs scored then coin flip. In season 1, the order is based on the average overall rating of your entire organization.

I wonder if they have a designated coin-flipper at WIS HQ? Or maybe they rotate that responsibility by day/week/month.

WIS calls the flip for one team. They used to let the owner of the team call the flip, but the first 37 times in a row the call was "Heads." WIS couldn't figure out what was wrong, then finally realized there wasn't a person playing HBD who had any clue what a tail is.
