When is your over recruiting money reduced to 25%? When recruiting is over can I take that extra money and put it immediately into FSS for the next recruiting season?

I believe that its reduced as soon as recruiting is done. And yes, you can take that money and apply it to FSS for the next recruiting season.

you can, but it will be reduced by 25% before you can buy the next FSS report with it. Still it is nice to see the FSS reports for 30 days instead of 30 hours before recruiting.

Honestly I don't think it's worth it to use FSS with over cash unless you have enough money to scout all the states you would normally scout. The reason is you will end up paying more to scout because if you only scout 3 states with your over cash and then end up scouting enough to get 20% off you with your normal recruiting cash you will only get the 20% off on the states you scouted after the season.
