Did they raise the maximum HCA at D3? I'm seeing a few C's around. Am I crazy, or is the max supposed to be C-?

It can go up or down during the season but falls back to the baseline when the season rolls over.

The max has always been C, but nobody ever starts out a season at C. The best programs will start at C- and at some point during their season get to C, I got to C a few times with my Whitman team some seasons ago in Tark.
