I thought you can pay to scout PR, but I can't seem to find it on the FSS map.

I've wondered this too. The weird thing is that if you click on the FSS info for a PR player it says: "This player is not currently part of your scouting service coverage."

That would make it seem like you should be able to do FSS for him.

International players have this FSS message: "International players are not covered by Future Stars Scouting."
