The 2.7 is for DI only, they will almost always come back in DII, the only exception I have every seen is a player who was sitting behind a younger player - if they have the expection to return and start they will return.
Also, if we are talking about a DI/DII player and he shows up, set all his available practice minutes to SH. His ratings will not increase/decrease all season, so that is the only place they will do you any good.
