Depends on what the rest of your staff looks like.

Making him SuA with a TPC/MPC of 30/35 might maximize his appearances. Making him a tandem A starter might maximize his IP, but would require constant tinkering of your rotation to start him whenever he's at 100%.

Or you could be lazy and make him LRA.

yes, you're underutilizing him. i'd start him, but i tend to have deep bullpens.

Have 2 Closers. Label him "A" and the other one "B". Set his PC to 15/45 or 15/50. Set inning avail to 6 or 7. Every time he's rested he'll pitch as many innings as you need him if the game is close. Sometimes that will be a 3-inning save every 4th game, other times that will be 3 one-inning saves in 4 games.

there is no reason he can't pitch 100+ innings...you can accomplish it in many ways (starter, multiple inning reliever, 1 inning reliever who can go almost everyday, or even a combination of starting and relieving)

Jeez. The guy can throw 150-160 innings. I'd say a six year average of 45 is underutilization.
