How do you spend money on them and them accept it, in order to pull them down sooner. Is it through scouting visits? I'm assuming this can only be down on recruits that woulda evidentually dropped down, ie had you as like a backup option, etc...

yes to all. and there is no halfway point so to speak, either you spend enough to pull a guy down, or you don't. you won't get him to "drop faster" but not instantly, at least, i am pretty sure that is true.
