Everyone isn't on par in terms of ML-ready talent, but everyone does have the same likelihood of getting a lump of coal or the keys to the new sports car. The same cannot be said for any existing World.
You're also ignoring the fact that, in a new World, trades are much much more common for the first season or two. Owners haven't had the opportunity to form any long-term attachments to players, so are more willing to trade based on the ratings instead of feeling. If you are one of those with little ML talent under the tree, there will almost certainly be owners who are in a similar spot and who choose to blow it up completely and build around the 2-3 Low A/High A studs they have. They'll often be looking to shed the salary of (still useful) ML guys who simply have no place in their plans. Pick and choose from those and even if you started with nothing you can often put together a competitive team for little to no talent cost (though with significant payroll cost).
New Worlds aren't the panacea that many owners think them to be, but given the choice between joining a new World and jumping into an established World (where you'll most likely be in a rebuild situation anyway), I'll go New World almost every time.
