When his signability says: "Probably won't sign. He's got his heart set on going to college", what is the chance he signs?
I met his demands and he said: "Julius is content with your offer, but is still unclear about his future. College is still an option"
If I improve my offer does that increase his chances of signing or doesn't it matter?

Doesn't matter. He'll either come back and ask for me or tell you to "Suck it, I'm going to college!"

never withdraw or increase your offer until he flat out rejects, accepts or refuses to sign. If he is a 1st rounder, you won't get your Type D compensation unless you offer his initial demands and he rejects it or refuses to sign
