If I have a SP (3rd year pro) suffer a major injury can I regain of some of the ratings lost by increasin my medical budget the following season? He will be out for an extended period over the second half of this season and the beginning of next and he was a big prospect of mine who I expected to be a SP1 and make multiple all-star appearances but now I'm not sure if he will even make a good SP2 or 3.

I believe that offseason injury recovery is influenced by previous season's medical budget. So increasing your budget next season may have some impact, but it will be minimal.

What tec said... but if he won't hit his "Recovered from Injury" cycle until next season, upping your budget might help a bit (or a lot).

Also, in my experience, catastrophic injuries combined with high med./train. budgets can often lead to additional point gains at a (relatively) advanced age.
