At what age do player ratings stop going up?

About what age do they start going down?

At what age on average will a good pitcher retire? 35 , 40?

1) It depends on a lot of factors, including the player's makeup rating, the franchises training budget, etc. Some skill ratings may continue to develop even after some of the physical ratings start to decline.

3) Players will retire when they go unsigned for some period of time (in seasons). The older the player, the less patience they will have in waiting to be signed.

there are exceptions everything, but generally:

stop going up at 27

start going down around 32-ish, but could be as early as 27 when they stop going up

a good pitcher will retire long after he stops being a good pitcher ... few will make it to 40 (training bug freaks excluded)

That's more true for hitters than it is for pitchers. Ebenezer Brett for example is 32 but improved pitching 5 skill points this season and 1 fielding skill point. As you said, there are exceptions, but those exceptions tend to be pitchers IMO.
