Would it seem that, possibly, the only time it would be 'worth the risk' is if you are taking over a team that is completely horrid and that you know won't compete for a year or two anyway, and thus you don't care if you have a year of probation?

but if that is the case, make sure the player you are using the boosters on is worth getting caught over. Don't over vaule some average kid and get probation for it...

There is also the risk that the kid will be offended and sign elsewhere and you still get caught. Which is a double whammy as you probably end up with a walk-on and your prestige takes a hit as well.
