First make sure that you set your search to look for recruits one level above where you are at. If you are DIII, look for DII recruits. The closer they are to you, especially within about 70 miles, the more likely they are to listen to you.
Then call the player's coach. You may get a message like ("He's never even mentioned [YOUR SCHOOL], you might want to move on." or something along the lines of you have no chance.). If you get that type of message it is a waste of time to keep after the guy. You may also get a message like ("I've heard him talk about [YOUR SCHOOL] as a potential backup" or something like if his other options don't work out he'd give you a look") If you get that type of message then you have a potential "drop down" or "pull down."
You don't have to do anything else other than wait to see if he will drop down. If no one else recruits him he will drop down any time from a few cycles before recruiting to the last day of recruiting. You can also "pull down" the same guy by sending scouting visits. This will speed up the time it takes to get the guy to drop (and may make some guys who wouldn't drop, decide to drop), but also uses up your cash. For most around ten scouting visits will pull someone down. Look around you and see who else might be going for the same recruit. If you are DIII and a DII guy jumps on the guy that you wanted to drop, you need to move on. If you are DIII (C prestige) and a DIII (A prestige) jumps on your guy, you need to move on. Usually there are enough guys that could drop down for you to find someone else as long as you've been patient and not spent all of your money on that guy.
If I have five openings I like to find ten potential guys who give me the backup message and who are not considering someone else. I then work on the two best candidates based on distance, potential, cores. If I manage to get them considering me, then I start pulling one more down at a time, saving enough money to either pull down another guy if one is taken or to battle if I think I can win.
