I am considering pulling down a player at 504 my prestige is a B minus if i send 10 scouting visits can i get him to talk to me? he is inside 80 miles and im in division three hes projected d2 going into the 3rd day 2am cycle

Call him first.  If he's receptive to being recruited, he'll let you know.  If he ignores you, or insults you, you have no chance
