Does the MLB contract make a prospect arb eligible in 4 seasons regarless of actual ML service time?

I ask because the guy shows up in the ARB report for season 4.
Any idea why?

I'm pretty sure the arb report always assumes a ML year for all future years before the report.  I've seen minor league guys on that report a lot.
