I just picked up a team and my minor league rosters are seriously depleted - I will need 30+ players to fill the rosters, and my major league roster is not even full. How do I go about filling these positions. Is there an easy way to do it? What is the disadvantage if I do not have a full minor league roster?

I'm assuming you're at the start of the season, and if this is so you will have the opportunity to re-sign your own minor league free agents and then sign some on the open market. You can also claim players on the waiver wire at any time.

Also, you won't need players at the rookie league level until after the draft, so you can promote some guys from there and then push up guys from Low A, High A and so on.

What happens if you don't have a full minor league roster? It sees as if many players have no chance of ever being in the majors, so should I sign scrubs just to fill the roster up?

Yes.

You can also find some arms to fill out your staff in the tryout camp. They aren't any good, but they're cheap and they'll help you avoid fatigue problems. You will need an active 13-man staff at most minor league levels (maybe not AAA or AA), and an additional 3-6 guys to keep inactive. You can get away with fewer if you've got some stud prospects, but I'm going to assume that's not the case here.
