i tried searching the forum for this question - but the search engine isn't exactly user friendly

can i rescind a scholarship from an existing player (sim AI signed player) during the recruiting cycle and then immediately offer that scholarship or do I have to wait a season?

you can immediately offer that scholarship, but you don't get any extra money. make sure you do it before signings start - once signings start, you can no longer rescind scholarships.
