If you wait until the end of the season to sign a guy, how will that affect his development? Though he wouldn't play at all his first year, would that still count as a professional year, and thus a wasted year?

Any player you sign doesn't actually enter your system until the next rollover. That's why you can't trade them, and that's why you see "pro years: 0" for them until the next spring training. Any development you get in this interim is a freebie -- it's nice, but not a killer if they don't get it.

Is there anyway to increase the chances of a draftee that is thinking about going back to Div 1.  I have already exceeding his monetary demands.  I have 5 guys that I drafted that are just floating right now.

Never offer a draftee more than he is asking for.  Just wait him out.  If he wants to sign, he'll let you know what his new demands are.
