all of the teams are here, they are just in different conferences.  to make the engine work easier, all conferences are made of of 12 teams.  also, when teams move up or down in divisions, or change conferences, that would be near impossible to do here.  since there are only 9 teams currently in the conference, they were dispersed into other conferences to make 12 teams.
