Signing FA Without Losing Draft Picks Topic

Can I sign FA (Type A and Type B) without losing picks once that the draft prospects are up? I seem to remember this fact but cannot find the rule. Could someone please verify and/or quote the rule?  Thanks.

Compensation picks will now be awarded through the first Amateur Draft preparation day.
