When are all the periods in which you can rescind a scholarship so that you have extra $ on your recruiting budget? I know that you can do this during the recruiting period, but your budget is set after the jobs signing period. I thought that there was another time in the offseason where you could cut players, but it never appeared as an option all season/offseason.     

Never.  You can rescind a scholarship, but you won't get money for the extra recruiting slot until the next year, unless it is unfilled.

The only time you can rescind a scholarship is prior to signings but you only get the open scholarship, you don't get any extra recruiting dollars.
