Is there RS bug in HD like GD, where you can offer FR start and playing time, and then renege with a RS and the WE wouldn't drop?

I don't think thats a bug, but yes some players who were promised PT or informed of no redshirt can still accept it.

Do they lose work ethic? In GD its 100% guaranteed that they will accept and not lose WE, is it the same here?

Here, "accepting" means they do not lose work ethic. Not accepting means their we plummets after you put the RS on. And yes, if you offer a recruit minutes and then try to RS him, he'll lose we.

Got it. I just had my RS SF lose 5 WE even though I didn't promise any start  or pt. He complained about me not informing him of the RS when I recruited him. I actually like this, makes the game more realistic.

Yeah I think it is pretty rare for a player with a promised start to accept a RS without a WE hit.
