Very Conservative Draft Setting Topic

The setting effects who you'll select, not who you'll see. In other words, you can save yourself the trouble of moving those signing risks to the bottom of the pool.

While I see the merit in the idea of removing everyone from your list that would not be selected by your most liberal setting for a set of rounds, I would not be in favor of making the strategy settings the kind that regenerate the draft pool (who you see and how they are ranked) when you change them.

I really think this issue wouldn't be a big deal if the ranking interface itself wasn't so clunky.

It would be great if you could easily download your draft pool and then upload it in the order you'd like.

But you don't know a player's signability risk until you've scouted him. You're essentially asking for for an alteration to your scouting budget by asking for certain players to be removed (or added, as the case may be) to your prospect pool.

Yeah, agreed - you shouldn't get extra players in your pool just because you've chosen not to sign certain guys.  I'd have no problem if they came up with a way for you to filter it so you can rank your player pool without them in it, but you should then just be ranking 400, or whatever is left over.  You aren't getting short changed, you're just choosing to exclude a certain group of players based on info you got from scouting them.

Yeah, that's fine, and I think it would fall under the heading of improving the ranking interface in general.
