So i just recruited this guy in d3, and he's the first guy i've had in ages i thought would truly benefit from a RS, and would be able to help my team.

As far as the "Sky's the Limit" comments, do scouting reports make a differentiation between high potential and super high sky's the limit potential?

Yes, they do.  Each rating area has its own version of 'sky's the limit"  Usually something like *TREMENDOUS* or similar words are involved.

Yeah I have a guy RS at D3 that is similar.  I think the RS is back for sure, although I have always been using it at D3 just for the IQ benefit.
