When offering minor league free agents a contract, obviously you need to offer the league max/min without any bonuses. Yet, I'm still getting messages that "I've gotten a better offer from another team," and when I go to my FA targets list, some are listed with a "1" meaning that I've come up with the best offer, but others are simply "considering." If everyone has to offer the same contract, what might be the source of the supposed difference in the quality of the offers a minor leaguer is getting? Obviously if he's been offered a major league deal, that would explain it, but I don't think that's the case in each situation. Does it have to do with offering a spring training invite? Just curious.
