D3 Sim Recruits Topic

This has probably been discussed before, but I have never really paid attention...

At the very beginning of recruiting, Is there a standard amount that a SIM school spends on the players who are considering them before actual human recruiting begins?

I have an A+ prestige D3 program and had targeted 3 very good players I wanted and was trying to pick up a project player to fill my 4th and final scholarship.  The 3 players I wanted were all D2 pulldowns, and all ended up signing with me (spent: $3638, $2322, and $1790 on these players).  The project player I targeted was not highly ranked (390 overall skill rating) and showed up on my D3 board, so was not a pull down.  He was also targeted by a SIM on that early cycle.  I spent $2815 (11 EV's, 3 HV's, call, package, scholly)on this player, and it wasn't until the very last cycle before signings began where I spent my last $600 that he even considered me.  He still hasn't signed, so obviously I made it very close, but I never got a scholarship status email change, so he is not going to sign with me. 

So my question again...is there a stock amount that SIMS spend and/or is it directly proportional to the # of scholarships they have available?  For instance this particular SIM had 4 scholarships and only targeted 2 players...are they in essence spending $6,000 on each of those players?  I just never in a million years expected to spend close to 3k on a project D3 prospect and not be able to get him away from SIMMY!

The Sim's spending on the guy has nothing to do with the fact that you see him as a project player....  They basically recruit randomly, so they don't really spend more money on better players.  The fact that he has a 390 OTR doesn't make him any easier to steal away.  I don't know any specific numbers but it generally costs me $3000+ to steal players from sim schools, maybe a bit less if I promise a start and 15-20 minutes.
