What happens if a team's salry for players is over the amount they have budgeted for players salries.  Will the game move money from other budget categories, waive players , etc., to get them below budget?  Or does it just prevent them from adding salary?  HOw does the game allow someone to go over budget?  You  would think it would prevent you from signing someone if you do not have the money. 

This typically happens due to arbitration signings.  Simmy will transfer money from your other budgets to cover the overage.  I forget the order in which the transfers are done, but I believe it's done $1m at a time (with no penalty).  So he'll transfer $1m from budget A, another million from budget B, etc. until it's covered.

That did not happen in my league.  We have a team that is $5M over budget 30 games into the season.
