What I'd suggest is:

1. Stay local is usually the best route, though I see you have 7 openings.  You have more wiggle room I think given this, but staying <200 miles is always advisable if possible.
2. You'll probably be hard-pressed to get and keep a kid ranked #20 or better w/o attracting other better schools, perhaps even #30 or better.
3. Know the # of schollies and needs of schools around  you if possible

star ratings is hard to figure out now....but with a C- I would be shooing for around #35-45 players at their position.

avoid battles with prestiges B+ or above unless you are prepared to spend at a rate of 2:1 (assuming no big distance advantage) what you think they will spend.
