If Team A let a player rated overall at 90 somehow get into the rule 5 draft....he is sure to lose that player, correct?  Can he make/accept a trade for that player before the draft actually starts in order to get something/anything for him?

By the time a player is "in the Rule 5 draft," rosters are frozen.  So, no.

To be more clear, 'No' is the answer to the second question.  He can't be traded.  'Yes' to your first one...he will lose that player (assuming no crazy scenario where no one sets their Rule 5 settings to draft a player).
