His VsR is kinda borderline, but check out his pitch ratings. Is he valuable?

He's certainly a ML pitcher.  Not a Cy Young award winner, but certainly belongs in the majors.  The 16 durability is a little concerning, as it will limit his pitch count, but he should be able to consistently get you 5 innings.

He's definitely ML quality with those pitches. With the low durability, I would probably use the guy as either a long relief A or a setup A, depending on who else was in my pen.

Solid 3 or 2 depending on your staff. He'll miss every other start or you can lower his pitch count so he goes every 5 days. Need a deeper bullpen on his days if you go that route.

He's garbage. You should trade him to me for next to nothing.

I'm the contrarian....He's just OK, right now.  He's a starter, probably.....but he'll wear out your pen.  He's going to go 5 or 6, max...and he's going to miss starts.  Can't see how much his durability will improve....

If I've got other starters....I might use him as a set up guy.  30 pitches or so, he can probably get 60+ appearances in....

Maybe 100 innings out of the pen, right now.
