I only have $13 left...any ideas?

scholarship has been pending for a while now, If I do no more recruiting at all,  what are the chances this guy will come around and sign? (assuming I'm the only school looking at him)

Looks like you didn't successfully pull down. If you did, he would have signed already. 10 scouting trips is on the low end of a pulldown.

You'll get a walk on for 1 season and then money for when he leaves next season. You never get any money back unless you cancel it before it goes through the cycle, or in some cases when it gets rejected

wow...this mail I just got from the player, surprised me

"Coach, it's down to a handful of schools - you're on my very short list. I just can't say yes right now until I've made my final campus visits. At it stands right now, you're my top choice though."

 Is there still 0% chance this guy will sign? or do i have a shot? anything that  can increase my odds, using my last $13?

yep, promise the start, not minutes. Start has higher chance of being accepted.

It's possible that he may have signed without any extra effort.

It's not unusual to put effort into a recruit early and have them remain undecided and once their requirements dip around day 3 or 4 they will begin to consider you and sign during the next cycle. 
Typical email responses that he may start considerting you:
*  Coach, it's down to a handful of schools - you're on my very short list, but I feel like I still need more information about the program. 
*  Coach, I'm really struggling right now - you have a great program and the school is fantastic, but it's such a big decision. I'm very close to making my decision though.
