Tempo only relates to how quickly the team will take a shot. Uptempo will shoot very quickly, slowdown tempo will hold the ball as long as they can before shooting. Tempo has no bearing on how fast the ball is moved up and down the court.
for once, i don't really agree with this. i'm not sure it particularly matters, less time is used per possession, im not sure if it matters if that is less time in the half court and bringing the ball up or just in the halfcourt.
anyway, the OPs original question with speed seems to be to be a question about fast break opportunities. does speed let you take more advantage of going uptempo, because you can get numbers down court faster than your opponent and garner an advantage there? i am highly confident this answer is yes.
