I recruited my first academically ineligible he hasn't improved yet so I'm not sure if they improve at all or just very slowly.  He has a 42 WE which isn't terrible with a lot of high potential areas.

No. Inels can't practice with the team, so put all of your minutes into study hall for him.

That is true for DII.   At DIII, ineligibles can play right away, and improve like other players.
