My gut feeling is just that, a gut feeling with no evidence. But imo, if you are going to battle a D2 team for a player with a D3 team, the prestige is the last thing you should worry about. If he has the same number of scholarships as you and the player is kind of a priority for him, the D2 team will take the player since he gets 6k per scholarship and more cash from NT.
its 5k per scholarship vs 3k in d3. the post season money is basically on the same scale too. while that is significant, you are wrong that the d2 team will simply win. a good distance advantage can really make a big difference. with a little help on the scholarship side, the balance of power can actually tip to the d3 school.
when you take into account the d2 school making mistakes, or having to battle for other players, or pulling down expensive guys, they very often leave themselves open to losing a player to a d3 school. i beat an a- d2 school who really wanted a guy as a d3 school, and i believe he signed the morning after signings, when you have a significant advantage. so its definitely very possible. ive also beaten d1 schools for players they wanted from d2, which is immensely harder. to me, d2 vs d3 is a cakewalk. i virtually never lost those battles in the last year i played d3, and i took them on all the time. you just have to play smart, time things right, and only fight battles you know you can win - by doing so, you can pass the 80% victory mark - against humans. and get near 100% vs sims.
im not saying its easy, i lost a handful of those battles as i learned the ropes. i am just saying its definitely possible, and not only if the d2 school doesn't feel like battling because he has a good alternative.
