Anybody else notice that there are some recruits considering only a SIM team from the first cycle, FSS says tight or high priority, but the recruit does not sign with the team when signings begin like I would expect?  There's at least one recruit like that in Naismith right now.  What is the story here, anyone know?

It had been my understanding that sims threw offers and effort out on Day 1, then waited for signings.  If that's true, maybe the holdup is on the recruit's side?

Here's a D2 example:  This sim team has 3 offers sitting out there on Naismith, no signings:  Paine .  Paine is the only school any of those 3 recruits are considering - could there be other schools active but haven't been considered yet?
