I'm fairly new to HBD.My question is,can you use player payroll froma current season to add to your offer to an international free agent when you run out of prospect payroll for that season?

You may transfer that budget from payroll to prospect using the "budget transfer" menu, but you forfeit 50% of what you transfer, and it must be in $2M increments (each $2M of salary yielding $1M of prospect, $1M of forfeit).
