Is it the day after the NT finals?

If not, is there anything in between the end of the NT and when recruiting starts other than the job change period?

Lots of things happen. Your players develop more during the offseason rollover than any other singular rollover once jobs close. That's also when the draft occurs and also when you get your money for the upcoming recruiting period.
