how many practice minutes maintain an attribute? 

also, if a player is high on an attribute, and he gets 12min/practice on it, is that good enough to progress at a high rate?

lastly, is there a window of time to take advantage of the high potential?  or does it change if not utilized?

3 for LP and PE, 8 for everything else. But once you get the email from the AC saying a guy is maxed out, you can pretty safely go to 0 on everything (though I refuse to do it for FTs).

yes, but the more the merrier. And if he's starting really low (1-20) in a category, it'll take more time to grow.

I don't know if it's changed on me- but I thought it was 3 for LP and PE, and 7 for everything else to maintain.

I think it is 3 and 7.  I've had people decrease on 6, but never on 7.
