Suppose I have a player who takes his option. Would I still get a draft pick if someone else gets him in free agency?

If the team declines, no.

He declined a mutual but I don't see that he will give me any draft picks....weird...

Yeah, you declined his option.  If the player had declined, it would have been red and would have happened during the rollover.
