by the end of the season, will you have any players @ 100%?  !st season and just starting to see certain players (after 16 games), 98%, 95%.  I have one scrub with 15 at bats @ 74%.  Is this normal?

Very normal.  162 games is going to mean something like 720PA, depending on lineup position, how often they get replaced for defense or PH, etc.

WIS gives position players a 10% bonus, so someone with 660 actual PA/162 will still be at 100% if they accumulate 720PA over 162 games.  But if at any point their pace is to go over that, they will show fatigue.  And obviously anyone with fewer real life PA/162 will fatigue faster.  Bottom line - you either have to rest players periodically, or be willing to play them fatigued.

I recently posted a long thread that went into some detail on how fatigue works.  I'll bump it for you.

give the poor guys a day off now and then.

What works for me is to completly throw the first game or two with AAA pitchers and scrubs and then play early games (the first 10) with a watered down lineup consisting of  AAA guys and 2 or 3 of my regulars with high PAs.  After that, the regular lineup goes in.  And if you've drafted properly, you shouldn't have too many problems with fatigue throughout the season.  It then becomes a simple matter of giving a day off to certain guys here and there.
