My advanced scouting last season was at $10mil.  Our world just rolled over and we're at budget setting phase, and it won't let me put my advanced scouting any lower than $10mil.  Anyone know why that is?

Son of a!  Thanks, tec.  In my budget setting page, under past seasons at the bottom, it was already showing me the "current" season, even though the budgets haven't been officially set yet.  That's what threw me off.
