It's a good practice to do your promotions before rollover just to reduce the possibility of retirements.
I only promote the guys I care about, the guys who are actually going to, or have a chance to, play in the Majors. If the rest of the schlubs retire -- oh well

Or it could be because of the 61 overall LF that wants a four year deal worth 5.8 million per year. He doesn't get signed ( what a shock ) , spends six years as a free agent, then retires.
The overall rating should be bumped to 65 before they start demanding crap like that, or, maybe the minor league fodder should be more reasonable when demanding ridiculous contracts. They should really start out around 500k. That way the guy who could be a solid AAA player can keep playing, and not spend seven seasons as a free agent...
Thus, keeping worlds stocked with players.
