in making offers to International prospects, what is the difference between "minor league" and "minor league with invite"?   Is the "invite" option more appealing when competing with other suitors?

if invite, what am I promising him?

Yes, it's more appealing.

Nothing, really.   One would assume you'd invite all your top prospects to ST.   And, even if you don't want to, you can remove him from the ST roster anyway.

You're offering him a spot on the spring training roster.  It is nominally more appealing than a regular minor league contract.

Minor League Invite is very important when signing 6-year minor league free agents as minor league roster filler (it's the only way to distinguish one minor league offer from another in that process, since you can't offer bonuses) but is vanishingly unlikely to matter in competition for an international of any quality at all.
