I think there is a way to eliminate your previous recruiting efforts. Is it to offer the scholarship and then to withdraw it?

Informing of redshirt takes away the promises.

Weena is correct. It negates any start/minutes promises.

"Inform of redshirt" is also a great way to get a kid to stop considering you, which sometimes you actually do want to do (to "signal" to another coach that you're dropping out of the battle for a kid, which sometimes makes sense . . . also if you have more people considering you than open schollys, and you don't want to look like an attractive poaching target for other coaches who may be looking around for somewhere to drop their leftover $$$).

I don't want to have to end up sending 5 HV to have him considering me again. I thought theres a way with scholarships to erase all recruiting efforts and start from scratch, so I can sign the kid for just a CV + scholarship.

You can only remove recruiting effort that has not processed by the next cycle.

I know that. I'm talking about a more specific circumstance, such as the following, which occurred several seasons ago:

I offered a player a scholarship that was considering me, then had another player drop down to me. I rescinded the scholarship offer on the first player so I can have a shot at #2. #2 ended up signing with a D2 team and when I tried to sign #1 again, I remember him no longer considering me and had to reapply a CV to get him to consider me again. I just want to make sure my memory is correct.

Ok, nvm. Inform redshirt and then withdrawing it removes all efforts.
