I apologize if the answer to this is somewhere, I couldn't find it.

I want to create a new world. I wanted to bring in a few of my friends on the ground level and then fill the league with other owners from the site. However, when I click on Create World, it brings me to the screen to join an existing world, but not to create one. Are there requirements to creating a world that I missed? Or am I just looking in the wrong spot?

They have "limited" the  new worlds created. In order to create one you must go through CS.

Oh alright. I kinda figured they may have done that to avoid having a bunch of unfilled junk worlds. I got a little impatient and submitted a ticket asking about this, will that suffice to get the ball rolling towards creating one, or do I need to email someone directly?

If you tell them you want to start a new world, they will tell you how to go about it, or they will tell you that it isn't happening right now.  My suspicion is that if you tell them that you have ten brand new never played HBD before users ready to sign up, you'll get the green light.
