I see that The Baseball Grounds of Jacksonville are available with 0, 0, -1, 0, 0 ratings, a .957 PF, and a capacity of 10,000. Could make for a nice, relatively neutral park to play in...

On a related note, what else does Jacksonville have going for it?

What about Jacksonville would, for example, my 31-year-old mopup pitcher making the league minimum (but with a gambling problem, so only taking home about 1/7th of that) really enjoy?

It should also be noted that - due to a series of unfortunate DUIs - this mopup pitcher would not be able to drive a vehicle while living in Jacksonville, and (after paying off his debts) cannot afford to hire a driver.
