Does advanced scouting only deal with viewing projected ratings and prospects? Do all owners see same current ratings? I am having trouble understanding it clearly. I have always maintained a high advanced budget but I have slowly been decreasing it over the past few years. I am now down to five million. I have a pretty strong franchise and good minor league system and I am not concerned about making big trades in the next few seasons. Should I be worried about the low budget for any reason? Thanks!
