I recently traded for an ML pitcher that was in the Bigs for 2.016 years.  I assigned him to AAA and would like to wait enough games before promoting him so that he will not trigger arbitration next season.  At what point in the season can i promote him?  40 games in?

You don't have to wait that long.  There are 176 service days in a season, and 172 count as a full year.  So if you wait 25 cycles (about 8 real life days) after the start of the ML regular season, you should be good.
