To tag onto Carl's points, recruiting is an exercise in calculated risk. The higher your target is rated, the more risky it is to chase him - to gauge your estimated ratings range, do a search on D3 recruits, set it to "4 years" and look at the highest rated 4-year player in D3 (this will vary depending on your prestige). That number represents the approximate threshold of risk when you pursue D2 players for pulldowns.
It's not a hard and fast rule, but it's a guideline to go by. You can certainly recruit players who rate higher than that, but the higher you go, the more risk you're taking and the more expensive they will be to sign. At D3 budget levels, you probably aren't going to afford the 25-30 SVs it could take for higher rated guys.
That's the exciting part of recruiting. If you roll the dice and win, it can make your program for the next 4 years.
